Error about audio/video streams when trying to import video files

I recently upgraded from Lightroom 3 to Lightroom 6.1.1 (on Windows 7) and I noticed that some of the video files in my library weren't working (they were marked with exclamation points). I removed them from the library and have tried to import them again, but I get this error every time:

The video file appears to be corrupted or unrecognizable. It has no audio or video streams. (7)

Every video file that hits this error is *not* corrupt and plays just fine in both Windows Media Player and VLC. From what I can tell, there's nothing in common among the "error" video files; some are from my phone, some are from my camera, and some are the output of Windows Movie Maker. All of the other video files I have from these three sources work just fine, but for some reason, Lightroom doesn't like these seven.

What's going on here? Anyone have any ideas?

Edit: here's one of the video files that isn't working. Could someone else try it on their system?
