2014 CC for Windows.
The Paragraph Styles may need changing when you export to Reflowable text ePub, but they shouldn't disappear.
I had the same issue and ended up using space after for the epub. I guess you could use some glyphs ornaments as separation as well.
I am having a similar problem. I have chapter titles with "Rule below" set as part of the paragraph style. They all disappear when I export to reflowable ePub. How can I maintain them? Thanks a bunch.

This problem marked as solved but I can't see something useful in tread )) So here is my comment.
I faced the same problem after export to epub - Paragraph Rules disappeared. I didn't find how to fix it usind InDesign but there is another way: to change CSS.
You should add to your style with "Rules" (p.your_style_ name - in CSS) next lines:
border-top: _px (value) #XXXXXX - for top border, type thiсkness in px, value - solid, dashed or dotted, color in web
border-bottom: the same for bottom etc.
