I am only going to answer one of your three posts that asked this question. If possible please delete the other two.
Hovering and dragging moves the pin as it should. The cursor changes to a hand to indicate it will move the brushed area.
Hover over the pin, press the Alt/Opt key and drag left-and-right and the effect will become less and more. The cursor will change to a double-arrow to indicate the function of the drag has changed. If you are not hovering over a pin and press the Alt/Opt key then the cursor will change to an erase-brush to remove the adjustment from wherever you paint.

You can still do that in Lightroom CC Version.
On a Windows Computer hold down ALT when you click on the Pin and move around the Mouse to Change effect of the brush.
On a MAC Hold down Option key after clicking the Pin and Change the Brush effected area.
