I'm confused. I clicked on the link you sent and it put me on a page to
download lightroom. When I clicked to download it, I get a 'Creative
Cloud' app. I am ONLY interested in a one time purchase Lightroom 6.1 as I
already have Lightroom 5, and have no intention of subscribing to a
'Creative Cloud' system. Is Lightroom 6.1 available as a stand alone, one
time upgrade ?

Beware that if you purchase the standalone (the perpetual-license) version of LR 6.1, while you'll get ongoing bug fixes, you won't get new features that Adobe adds after the initial release of 6.0. In particular, the Dehaze feature won't be available -- to get that, you'll need to get the Creative Cloud subscription.
I was hoping to get the de-haze filter that I have been reading about but
was surprised that the 6.0 version was not offered as an upgrade to the
Lightroom 5 owners. I have read that there are pre-sets that can give a
similar effect as the de-haze, so now that I have purchased 6.0 I guess I
will just have to use the pre-sets...

The upgrade is still available for LR 5 owners for $79, but it's very difficult to find. On the page Products click Buy to the right of Photoshop Lightroom. Then in the popup Looking For Lightroom 6, click Buy Now in the lower-left. Then in the My Cart page that comes up, change I Want To Buy from Full to Upgrade, and change I Own to Photoshop Lightroom 5.x. Then click Save Changes followed by Checkout.
If you just bought the full version, you might be able to get exchange it for the upgrade version by contacting Adobe: Contact Customer Care.

I have purchased Lightroom 6.0. When I went to the site you mentioned,
there was a statement that this would not work with 6.0, but only 6.1 or
