This situation has been happening and recent reports suggest the target as Premiere Elements 8. Often its cause and solution are not found. But, sometimes what does work
Uninstall the program the usual Control Panel way
Important: do the free ccleaner run through (regular and registry cleaner parts)
Reinstall the program with antivirus and firewalls disabled.
Even without this message, it is essential to run Premiere Elements 8
a. with automatic background rendering and autoanalzyer features disabled....See Premiere Elements 8 Editor workspace Edit Menu/Preferences/General and Elements Organizer workspace Edit Menu/Preferences/AutoAnalzyer Options.)

This is one of the few cases where there was a solution to the Premiere Pro message in Premiere Elements 8.0/8.0.1. Please see Richard's post 9 in the following recent thread. Richard's and IT person's target turned out to be preferences.
If you do run the uninstall, please remove preferences there. And, also consider deletion of the Adobe Premiere Elements Prefs file found in Windows 64 bit
Local Disk C
and in the 13.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If necessary, delete the whole 13.0 Folder in which the Adobe Premiere Elements Prefs file exists. Make sure to be working with Folder Option Show Hidden Files, Folders, and Drives enabled so that you can see the path given.
