What version of InDesign? What's the monitor resolution? Windows font size setting?
I have adobe cloud, HP Monitor 27xi, 1920x1080, 10point font. However, most applications look fine. It is only InDesign and Skype that look fuzzy. All other adobe apps look fine.
You can try playing with the UI Scaling settings in the Prefs. Setting Windows' own font scaling to 124 % should give you smaller interface elements in ID, 125% or larger will give you big UI elements.

What a headache. Found a viable solution for my 1920x1080 laptop monitor. I run on Windows 10, no other monitor. Had problems with Adobe InDesign CC (and apps from other companies) looking fuzzy, whilst all other Adobe apps looking perfect.
1. Add the UI_SCALE_FACTOR. Only do the step from the second section of this page named "Add custom Environmental Variable value"
2. Follow the instructions from this post. It will work in both cases: laptop monitor or external monitor. If Windows Explorer's user interface looks to small, turn up the values from "Change only the text size" (picture #4) from 9 to 10 or 11 for all the items in the dropdown.
