Please try these steps and let us know if it works.
- Rename OOBE Folder to OOBE.old from this location.
- Rename SLStore and SLCache to .old from this location
C:\Program Files (x86)\Common Files\Adobe
Once done please try launching the applications and it will ask you to accept the license agreement and Sign in option again.

When I try to rename the OOBE folder, it says I can not do so because
the file is being used.
I tried to close AdobeCC to solve my problem but I still can't rename

Launch Task Manager , if present end all Adobe related processes/ Tasks like Creative Cloud, CoreSync, Armsvc , Acrotray, AAMUpdater......etc
Make sure no Adobe processes are running , then follow below steps :
Press Windows button (located between Ctrl and Alt buttons) along with R button together at a time , you will get a run command window.
Type in below command and hit 'Enter' key.
It will open Appdata folder.
Then navigate to Local>Adobe>OOBE. Open OOBE folder and delete " Opm.db" file.
Once you had deleted Opm.db file , launch Adobe Creative Cloud app and check ,
It worked, thanks.
