No, Lightroom cannot tie into the operating system the same way that Apple Photos can. This is true for all non-Apple software. I am trying to post into albums already created on a business page so publishing services isn't working as I had hoped.
Last time I looked at it, my business page albums showed up among my
personal albums in Lightroom and I could post to them that way. I stopped
using it this way because of workflow changes (I just post direct from my
website to Facebook, so people get direct links to the same image on my
website easily) but it should show you albums on your pages too. This might
have changed recently so I'll check later when I have Lightroom time.

You can definitely post to albums already on a facebook page using the publishing services. I just looked at it again to make sure I remembered right how this works. What you do is set up a publishing service by clicking on the plus next to publishing service. You might have to select publishing manager and click on add. Choose Facebook and authorize using your Facebook account. Then in Facebook Album, choose Non-User Album. Then choose the album on your page and set up the publishing service (resizing, compression, sharpening) like you want it setup.
