What computer operating system is involved? What specific DVD template is involved?
Are you changing the text properties or just adding your personal text to the menu (text font, size as default)?
What is your project preset? If unsure, please tell us what you see for Editing Mode, Timebase, Frame Size, and Pixel Aspect Ratio under Edit Menu/Project Settings/General.
When you select your theme, is there a HD in the upper right corner of the theme's thumbnail in the Movie Menu Display of themes area?
What are you doing - Publish+Share/Disc/DVD disc with NTSC or PAL Dolby DVD (4:3) or NTSC or PAL Widescreen Dolby DVD (16:9). Or are you doing Publish+Share/Disc/AVCHD disc with one of the presets there - if so, which one?

I used Publish+Share/Disc/DVD disc with NTSC Dolby DVD 4:3
No HD in upper corner

Thanks for the details which contain all the details for success, but are not giving you that.
1. Check the TV DVD Player settings for the play back there of your DVD-VIDEO Standard on DVD disc.
2. Start a new NTSC DV Standard 4:3 project, import your source media, apply your Movie Menu = Faux Widescreen with text as before, but make sure you have the Safety Margins on in the Movie Menu customization area of the program so that you can double check that your text stays within the inner rectangle.
Is the Title the only text you are customizing in the menus? What is the font size that you are using? If you close out of Movie Menu by clicking Done and then reopen Movie Menu, is your edited Title in the same place with the same font size that you last saw it?
3. If all is stable, then do the Publish+Share/Disc/DVD disc with preset = NTSC Dolby DVD. Do you see the same cut offs and menu text problems whether the DVD-VIDEO on DVD disc is played back on computer player or TV DVD player?
Does this problem occur if you use another Movie Menu theme?
(I have done a run through to DVD-VIDEO on DVD with this menu and cannot reproduce your issue.
The next steps may include
a. deletion of the Adobe Premiere Elements Prefs file
b. uninstall, free ccleaner run through, reinstall with antivirus and firewalls disabled.
But let us determine the outcome from 1, 2, and 3.
