1st, moved from Premiere Pro to Premiere Elements forum
2nd, if you have a firewire port and a digitizing device you may capture from a tape camera... a device such as Amazon http://www.amazon.com/Grass-Valley-Canopus-77010150100-Converter/dp/B00030ATTO
3rd, once you have the AVI files on your computer, you may edit in Premiere Elements and then output to a DVD

What version of Premiere Elements do you have, and what computer operating system is involved?
Premiere Elements 13/13.1 (current version) no longer has the DV or HDV data capture firewire into a Premiere Elements Capture Windows. The last version that has that feature is Premiere Elements 12/12.1.
If Premiere Elements 13/13.1 is your version, you can
a. Use the workarounds suggested by Adobe for the version 13/13.1 condition
b. Use other program for the captures and then import the captures in a Premiere Elements project
