It appears you have the content debugger version of Flash Player installed.  Microsoft inadvertently released the content debugger version of Flash Player for Windows 8.1 when they released the August Flash Player update.  This is KB3087916.  To verify go to https://helpx.adobe.com/flashplayer and click 'Check Now'.  The system information will display the version installed and if it's the content debugger will have (debugger) next to the version.

If you do have the content debugger installed, run Windows Update to get the update (KB3089023) or download the update directly from https://support.microsoft.com/en-us/kb/3089023
