I think you mean, "can my browser present the Adobe Business Catalyst screens using voice rather than text and graphics?" If so, then that is an OS issue, not an Adobe issue -- on the Mac, learn about Voiceover, or in Windows use the screen reader features or go to Ivona or other text-to-speech synthesis vendors. It's easy and it works well. It is not an Adobe feature per se.

If you mean can your website -- developed using Adobe BC and hosted by Adobe -- speak to your user, then that is your user's problem not yours. Users who need such voice interfaces (for example sight-impaired) generally know about these technologies.
