What version of Premiere Elements on Window 8 and 10 64 bit?
What updates are you trying to apply....program update (like 12 to 12.1 or 13 to 13.1)...or...camera raw updates...or something else?
If there an error code associated with this issue?
Are you working with the antivirus and firewalls disabled?
Please supply more information.
The update has something to do with slideshows or something like that. I don't remember a number attached to it. It's 64 bit. Bought the CD through B&H downloaded it today and popped up the update. The error message says unable to apply update ,check error log. When I check the error log, there is nothing there. It's Premiere Elements. Thank you for the reply A.T.

Thanks for the reply. Any chance of getting that error message back again to get more details about it? But, perhaps we can get at this another way.
After you get that "updates couldn't be applied" message, what happens next? Does the installation go to a successful completion?
If so, then go to the Premiere Elements Expert workspace Help Menu/Updates, click on that and determine if that same message pop ups again...if so, watch for an error code as well as a message.
The expected updates for Premiere Elements 13 product would be
a. Premiere Elements 13.1
b. Camera Raw 9.0
c. Elements Organizer 13.1
After I get the message (13.1 update...btw), it then says they have experienced a problem...trying to detect the problem...elements needs to shut down. It then goes bye bye. Every...single....time! There is no number (that I can find anyway) for Adobe. I teach so chatting during the day doesn't work for me anyway. I am so frustrated and just about ready to send this product back to B&H.
This is essentially a user to user forum. I am a visitor here with an overactive troubleshooting gene, so I visit here from early morning to very late night. Consequently, the time of day is not the deal breaker for me and troubleshooting. The key is what your schedule permits.

Have you gone through the usual drill...
a. Does the problem exist with and without the antivirus and firewalls disabled?
b. Is your video card/graphics card driver version up to date according to the web site of the manufacturer of the card or the manufacturer of the program?
c. Do you have the latest version of QuickTime installed on your computer and are you running the programs from a user account with administrative privileges?
d. Have you tried working with another computer default browser?
e. Have you installed Premiere Elements to the default location on the Local Disk C?
f. Have you uninstall the program the usual Control Panel way, done a free ccleaner run through (regular and registry cleaner parts), and reinstalled the program with antivirus and firewalls disabled. CCleaner - Download

Some of those ideas I have tried but I will definately try the others. Thank you for troubleshooting with me. I will keep you posted.

Well, I tried all your suggestions but came up empty. It will not run the update nor will it allow me to use editor. Keeps shutting me down. Will try one last time on my other computer. I'm wondering if it's windows 10 compatible.

Thanks for the update. Sorry the news is not better. Not updating 13.1 and Camera Raw plug-in alone should not shutdown the program.
I have upgraded Windows 10 for two of my computers. Premiere Elements at least 7 through 13 work fine on Windows 10 64 bit. My general impression is that Premiere Elements successes and failures are the same before and after the upgrade to Windows 10.
If the program fails to let you in, then we need to approach this as a program failure rather than a Help Menu/Updates failure.
Please focus on the usual drill questions that I mentioned earlier. It will be interesting to learn if the problem exists on another computer, be it Windows 10 or other.
If you want to try alternative installation files, please download and install Premiere Elements 13 from the following and insert your purchased serial number in them during installation.
