Did you deactivate your Premiere Elements 13 from the computer before the rebuild of the computer?
(Expert workspace, Help Menu/Sign Out)
Deactivate is not the same as Uninstall.
Before the install that you are planning, how many of your computers has the same purchased serial number being used?
