UPDATE: I since have uninstalled ALL my Adobe CC 2015 apps and reinstalled. Some didn't reinstall and some don't open at all because of missing files. After Effects still is all weird.

Uninstall ALL Adobe product(s) from “Control Panel\All Control Panel Items\Programs and Features”
Uninstall all Microsoft Visual C++ Redistributable (2005, 2008, 2010, 2012, 2013) make sure none is left.
Run CC cleaner tool from below link:
Then follow the below steps:
Go to RUN (Windows key+R)
Tyoe %temp% and clean all the files (close all the apps first), skip the files that are not deleted.
Then Go to following paths:
C:\Program Files\Common Files\Adobe*
C:\Program Files (x86)\Adobe*
C:\Program Files (x86)\Common Files\Adobe*
Some folders are hidden so follow the link below to unhide them:
Now go to the below link and install After Effects from the direct link:
Please read "Very Important Instructions" given on the above download page to make sure download works.
Installing from this location will help to install Microsoft Visual C++ Redistributable packages automatically.

COOL, thanks man. This totally helped. Now everything is running smooth and I actually saw an improvement of startup for each app as well.
It did take me about a day (not straight through) to get it all out and reinstall everything but it works!!
What? Uninstall everything - then reinstall? Like we all have time to waste for an upgrade that should have not caused this problem in the first place.
