Its seems like the files being imported don't contain the larger preview that's needed for the Loupe view, or that Lightroom is having trouble reading it for some reason.
Are you trying to import images from a memory card?
If yes then first try to import those images to your computer and then try to add them in Lightroom.

My camera's have all the same problem. Canon 5D, Powershot S100, Powershot G7X, In the past with a Windows PC it worked well.
I am importing directly from the camera to Lightroom.
Your tip is worthwhile checking, import to PC and then in Lightroom.

Please try to import images in a new catalog and see whether you have larger preview or not.
Were you able to get large preview while importing images from PC?
May I also know whether you are working on a MAC or Windows computer?
I work with LR since version 1,3 and today with Version 6, and am rather well aware of this program. It is a perfect program and I like it.
Alway's with windows PC's , but since nov 2014 with a Mac.
Have tried several settings the program, but nothing worked.
Importing directly from the camera to a new or other catalog gives the same result. Still no bigger preview.
Have now tried your suggestion of importing the files to the computer first and then import them in LR.
Surprise : I see bigger pictures !
As far as I can see all the data is included from the EXIF
It could be an Apple bug.
Not sure if this was from the beginning.
