How can I install Lightroom 6 when Adobe Application Manager cannot validate serial number?

I cannot install Adobe Lightroom 6 because I receive the message, "We are unable to validate this serial number for Adobe Lightroom. Please contact Customer Support." The only customer support appears to be on the Adobe website, which has not helped. What next?
