You have to install additional to your installation a MENA version.
After installing your primary language (e.g. English or German), open the CC application, change the Application Language to somethng which supports RTL like Arabic.
When you set up a new document now, you can change the binding, set up the paragraph styles with farsi (fonts and othr features)
Work with it.

The primary language is the language you use and you have installed. It may be the OS language or it maybe a different one. You don't need to uninstall it.
A MENA version is ANY Middle East North African Version, like Arabic or Hebrew. Install it additional. This will add functionality to your installed versions which will support RTL and other features. Every program has its Arabic or Hebrew version.
