What version of Premiere Elements and on what computer operating system?
What were you doing in the program when you got the message -
a. installing the program for the first time
b. reinstalling the program after uninstalling it to do troubleshooting...if yes for this, what problem were you troubleshooting?

If you had Premiere Elements 11, 12, or 13 on Windows 7, 8, 8.1, or 10 64 bit, we could start by considering renaming the SLStore Folder found in the path
Local Disk C\Program Data\Adobe and in the Adobe Folder is the SLStore Folder that you rename to SLStoreOLD.
