Why does the Flash Player Settings Manager refuse to accept Deny?

The Settings Manager keeps popping up in the middle of my screen with a demand for storage on my computer. When I click on Deny, the button gets dark and then goes right back to the way it was. The Manager does not leave and often I am unable to use whatever page I am on. I usually have to reload my pc to get rid of it. Why doesn't this thing function the way it should? What can I do to get it to operate correctly?
