Are you downloading version 13 and what computer operating system?
From where are you downloading Photoshop Elements and Premiere Elements - Adobe, as purchase or tryout? If purchase, are you downloading the correct installation files for your computer - 32 vs 64 bit?
Let us start here and then decide what next.
I have win o s downloaded and have product and s/n purchased
I received 4 serial numbers and tried downloading all 4

Not sure why you have 4 serial numbers for 2 products. Do you mean that you have 4 files as well as serial number for Photoshop Elements and serial number for Premiere Elements?
If you have 4 files, I suspect they are
.exe file which is for a 32 bit operating system
7z file which is for a 32 bit operating system
exe file which is for a 64 bit operating system
7z file which is for a 64 bit operating system
If you have a Windows 7, 8, 8.1, or 10 64 bit computer operating system, then you want to download and install only Set 2.
If you downloaded the wrong set, then start over. When all is downloaded to your computer desktop, then double click the .exe first and follow the on screen instructions.
Please let us know if the above targets your situation.
I called Journeyed where I purchased the software. They said that I ordered
32 bit and it should work on a 64 bit windows computer.

By the way I can't start over because it just gives a page on journey ed
that says download. there is no room for serial number now. I called

Is this a student teacher version purchase? Did you purchase it as a download to get installation files or did you purchase it in box packaging to get installation discs? Do you have the purchased serial number yet?
I suspect you did this as a download. I will assume that for now.
I went to the web site of the seller that you mentioned. The two products for Photoshop Elements 13 and Premiere Elements 13 that seem relevant are
Windows (Download - 32 bit)
Windows (Download - 64 bit)
If you have a 64 bit computer, you should have ordered
Photoshop Elements & Premiere Elements 13 Student and Teacher Edition Windows Download 64 bit.
If have found the correct information about your purchase and seller, then you are in a bad position
a. The product description for Windows (Download - 32 bit) is clearly stated as working only on 32 bit computer.
b. The seller says no refunds. But you could inquire about exchange since the company information is in question when rep tells you
They said that I ordered
32 bit and it should work on a 64 bit windows computer.
when the rep's company information says "works only on....."
What computer operating system do you have besides the 64 bit part of the description. Keep in mind that Premiere Elements 13 does not support Windows XP, Windows Vista, or Mac OSX 10.7.
Please review and above, let me know if the details are as I suspect from your details, and then give more information.

If worse comes to worse, I do not know if the following will work...
If you have the purchased serial number...download and install installation files from the Adobe Other Downloads and determine if you can insert your purchased serial number in them during installation and get the program to work. Start with Premiere Elements install first.
But, I would encourage you to work with the seller to work out the details on the purchase. Ask for a supervisor if necessary.
You are right. I am using windows 8 but I did not realize that there would
be a problem with windows 32 bit on a 64 bit computer. I will contact that
seller again. I tried to download it again and it did not work. I do not
have the disk.She said to contact adobe and then let them know if the
problem can or cannot be resolved.
I will call her tomorrow.

If I found the correct company and information online, please be sure to point out to the rep that the company's own description of that download product says the 32 bit download product only works on a 32 bit computer.

I received this information from Journeyed. They said I should be able to
put the photoshop 32 bit on the 64 bit window computer. Perhaps the
antivirus program is jamming it up. I did try shutting down Norton but got
a little squeemish when it took 10 hours to download the photoshop. Norton
only shut down for 15 minutes. What should I do??????????????

This should be an installer matter. When you go to install the download, do you start with installer initializing and go from there? Did you try to install the download? What happened? Did you get beyond the installer is initializing stage?
Lots more details. Let us first agree on the specific product that you purchased. If it is the one I point to above, then you have the wrong product according to the printed word of the seller.
