That is the expected behavior as the major lens profiles are suitable for RAW images but not for TIFFs.
The lenses that are available completely depend on whether you’re adjusting a raw or a non-raw file.

I tend to agree with you. But... My setup shows the same signs, constantly appearing and disappearing camera/lens profiles. Sometimes two short lists, then nothing, then the full list. Happens with NEF as well as with TIFF. So we may have stumbled upon a freshly introduced bug. Oh joy.
I would suggest if you can send me the screenshot of the behaviour you are seeing.
Also, can you send me the file with which you are getting the issue.
I will try & replicate the same at my end.
While gathering the raw files and screenshots I noticed that Lightroom imported the first 20 photos of a set as NEF and then switched to JPG. Investigated further and discovered that my camera apparently switched itself to shooting JPG. I never shoot JPG, so I guess I´ll have to keep an eye on the camera now. Thanks!
