I'm having this problem, too, on Mac in AE CC2015. Super frustrating as I'm a newbie and attempting to learn via tutorials which heavily rely on the presets. Thanks so much for posting the workaround -- you've turned what was going to be a very frustrating day into a potentially productive one!
I have spent a few more experiments (CS6 -> CC2014 -> CC2015). It's pretty strange. CC2015 incorrectly loads even presets created by itself. Therefore, it's even not a question of compatibility. Yeah, so far 2015 release is puzzling.

Perhaps you should start learning from earlier versions, which are more stable and don't have latent bugs. Personally, I try to avoid CC2015, though he works significantly faster.
And information for guys from Adobe: yeah, it's 184.108.40.206 build of After Effects!
I would suggest filing a bug report so that the guys from Adobe can see this issue: Feature Request/Bug Report Form
(The forums are just user-to-user forums and not they're not an official way to talk with Adobe.)

Looks like the best solution is to cut and paste...that worked for me
After the last update (13.6.1) text presets creates dummy text layers, without masks and Source Text! Instead to fix the bug, it has become even worse.
What's going on? I install all AECC2015 updates, only to see new bugs (there are other problems), it's depressing!
