Create a new catalog and import a few images for test purposes and see if you are able to drag the images into collection in that catalog.

Tried your suggestion but no luck. Still the same issue
Is it happening specifically with Smug Mug collections or any normal collections as well?
I can not drag anything anymore.
Not into the publish services (no matter which one) and not into the collections I created
Would suggest you to reset Lightroom Preferences.
Before doing that, make sure you know the location of your catalog. If not, go to Lightroom settings under Lightroom and check the location under General tab.
Then, to reset Lightroom Preferences :
- Quit Lightroom.
- Navigate to the preferences file: /Users/[user name]/Library/Preferences/com.adobe.Lightroom6.plist
- Move the .plist file to desktop.
* The user Library file is hidden by default. For temporary access to the user Library file, press Option and choose Go > Library in the Finder.
then, open Lightroom again and try to drag your images to collections.

i had this on my Mac too - I often find it hitty missy being able to drag a thumbnail into the publish service (Flickr and Facebook in my case).
As an alternative can you drag the photograph image from the multi view or single image view (loupe view or something like that!) ? That has worked for me and a simple work around if it works for you too.
I quit LR
Moved the .plist to the desktop.
Opened LR again but it shows like nothing happened.
All the images, presets etc. are all there just like before.
Did I miss a step?
The images, presets and everything would remain there as is after getting rid of .plist file. That does not affect presets, images. It just resets the preferences to the default state.
Well still not working. No dragging possible.

Restart your machine once and then, try again.

After restarting it works now.
I have restarted before but that never worked.
Guess removing the .plist and then rebooting did the trick.

New with LR6 and LR CC, the preferences can be reset by holding down the Alt-Shift or Opt-Shift key combination when starting up LR6/CC, and it'll ask whether to start normally or Reset Preferences:
