Could you please check when you go back to Lightroom you do not have the Left and Right side Panels hidden(Set to Auto hide).
Press TAB to un-hide the Panels(left and Right)
Press Shift+TAB to unhide All Panels
You may refer Adobe Photoshop Lightroom Help | Workspace basics
For us to better understand the issue Post a Screenshot of Lightroom when you think it looks like a new Program.

when I look as collection set highlights collections "0"
when I try and find any of the collections, collection sets, smart collections, etc that were there prior to opening photoshop they are missing

Hi alandrap16944816,
- How exactly do you open Photoshop?
From Lightroom(Edit in>>Photoshop) or from Applications
- Are you using a MAC or Windows Computer?
- Please make sure that you have same catalog is checked(see under File>>Open Recent) before and after you open Photoshop.

ON an iMac desktop with an i3 processor
i did check under the tap when I reopened Lightroom and chose in the upper left you can right click and switch between Lightroom mobile, Lightroom, and personalized.
i Switched between all of these and still no catalogues or collection sets or user defined presets

Hi alandrap
Please try Resetting Lightroom Preferences
- Backup Lightroom catalog Adobe Photoshop Lightroom Help | Back up a catalog
- Hold down Command,Option, Shift while starting up Lightroom and select Yes.

Hi alandrap16944816,
Open Lightroom and then click on open recent and check all the catalogs that are available for you.
Also try searching for .lrcat file in you finder and open the catalogs available for you.
