It sounds like you have Premiere Elements 13 on Windows 8 32 bit. Are you sure that you have the correct serial number for what your purchased? Do you have a good Internet connection? Find your serial number quickly
Did you purchase from Adobe as online download or did you purchase from some place else?
If you purchased from Adobe, did you make the purchase and then insert the serial number purchased into the Adobe tryout to make it your purchased product?
Consider uninstalling whatever got installed (Control Panel Uninstall) and then
Consider downloading the installation files from the following link and then inserting your purchased serial number into them during the installation.

I just found that there was a mistake of the number I typed.
I corrected the number accordingly and it seems it was accepted.
