Try going to Preferences > File Handling and set the number of recent items to 0.
I'm having the same problem since the update. I am running a Macbook Pro 2015. Can't figure anything out.
Running the uninstaller and reinstalling the update worked for me.
I tried that and it didn't resolve the issue.
More info....The pinwheel does actually go away and you can get into the menu after about 5 minutes. InDesign then runs fine until I have to click on the menu again. The shortcuts work fine. The toolbars are fine. It is just an issue with the menu bar. I reset the preferences for file handling to 0. Still have this issue.
I didn't have this problem until updating the new InDesign. All other programs work fine.
