Can you post the crash report it will be helpful.
Below are the instructions on how can you find the crash report.
- Click Windows Start button > Type event in Search programs and files field.
- Select Event Viewer
- Navigate to Windows Logs > Application, and then find the latestevent with “Error” in the Level column and “Application Error” in the Source column
- Copy the text on the General tab.

It seems like the Graphics driver on the computer is causing the issue. I would recommend you to update the Graphics Driver or the workaround for the time being will be renaming the file which causing the problem.
You will be able to fine this file at this location C:\Windows\system32
Rename the file "ig7icd64.dll" to "ig7icd64old.dll"
and then restart the Lightroom it should be up and running
