I too have experienced this on both my work and home machine. Issues experienced are:
- When dragging an image to a location, letting to of the left mouse button and moving the cursor, the picture is placed where my cursor moved to, instead of when I let go of the mouse button.
- If typing passages in a table or if the passages contains tabs, finding that the tabs will be placed in incorrect positions as I'm typing. e.g. "The quick brown fox<tab>jumps over the lazy dog" becomes "The quick brown<tab> fox jumps over the lazy dog".
Running MacOSX 10.9.5 with Adobe InDesign CC 2015 184.108.40.206 Build.

Did you try to kill the CC Libraries in the Activity Monitor? See if that helps.
Also, make sure you're updated to version CC 2015.1 (11.1) which fixes other problems.
The version i have is the CC 2015.1 (11.1) but prefer the previous version which works seamlessly.
Moving items around the page lands everywhere and anywhere other than where I placed it. It slows my workflow down tremendously coupled with the the others type delay issue and opening files issues etc. Hope Indesign resolves these issues.
I'm having the same sluggish problem. It happened after the last update.

Click. Wait. Click. Wait.... almost every action initiates a pause before Indesign responds.
Other apps unaffected.
Killing CCLibrary didn't help. Deleting all prefs didn't help. Setting number of remembered documents to 0 didn't help.
Update: Killing CClibrary didn't work, but making a copy of the CClibrary folder (Utilities > Adobe Application Manager > CCLibraries) then deleting it fixes the problem for me.
Caveat: The kills your ability to sync with the Adobe CC LIbrary, which is the root cause of the sluggishness. I unerstand I'll have to delete that folder after every restart until Adobe fixes this issue.
