As of now the Dehaze functionality is only available with Lightroom CC 2015.
However you may use the following preset that works the way Dehaze Tool works : Lightroom 6 Dehaze | Cut through the fog

It was made clear at the beginning, in the official announcement of Lightroom 6.1/Lightroom CC 2015.1 https://blogs.adobe.com/lightroomjournal/2015/06/june-updates-to-cc-photography.html
It lists features now available in Lightroom CC (which is not Lightroom 6), and there is an asterisk next to Dehaze, the asterisk is explained "Please note that these features are not available in the standalone version of Lightroom 6.1."
Is that clear enough?

In your first link, the features of the software are not discussed at that link.
So consider this: Lightroom CC new features | Buy Adobe Lightroom CC which says: "Mobile capabilities and feature updates are available only when you get Lightroom as part of the Adobe Creative Cloud Photography plan."
There's another link (The CC Photography Plan Keeps Getting Better: All New Lightroom CC and More Available Today! | Photoshop Blog by Adobe) on the day Lightroom CC 2015/Lightroom 6 was announced which said that new features were only for CC members.
So I'm not seeing any change in strategy when 6.1 came out.
