Versions of Premiere Elements prior to version 11 must have their projects manually set up to match the source media.
Start a new project and, on the New Project panel, click Settings and select the project settings that match your video specs. This may be challenging because you are not editing camcorder video but video that is produced by third-party software. You will likely need to open a sample of this video in G Spot or Media Info in order to get the exact resolution, frame rate and audio and video codecs that are in use -- and, in version 9 of Premiere Elements, these codecs may not be fully supported.
You may want to try the free download of version 13 and see if it works better with your video. Earlier versions of the software were much fussier with non-camcorder and non-standard video sources.
