Are you asking about your project file, or are you asking about the video files you create when you publish/share?

What is the computer operating system involved with your Premiere Elements 13? Have you updated 13 to 13.1 yet using an opened project's Help Menu/Updates?
For now I will assume Premiere Elements 13/13.1 on Windows 7, 8, 8.1, or 10 64 bit.
I will answer as you asked, relating to saving Premiere Elements 13/13.1 project files to a custom location rather than the default Documents/Adobe/Premiere Elements/13.0.
1. Open a new project to the Expert workspace, go to File Menu/Save As and name the project and set a Save In location.
2. Open a new project to the Expert workspace, go to File Menu/New/Project and the New Project Dialog which allows you to set a custom Save In location for the project file as well as name the project. There you can use Change Settings to set manually the project preset if the project is not doing it correctly based on its analysis of the properties of the first file dragged to its Timeline.
Just in case, see Edit Menu/Preferences/Scratch Disks which you might want to set with the Same As Project designation.
Just in case, consider pointing each project file and the assets to its own folder at your Save In location. This will make it easier when you decide to do not want the project any longer.
If by any chance, you were asking about saving exports from the project, please see the Save In location in the export settings area.
