What are the steps (starting with launching) that cause that error to come up? If anything you do brings it up, try File > New Project (and then zip up the offending project and send it to us for diagnosis, if you're willing). If simply launching causes the error, try launching with Shift held down.
After launching the project, (with or without holding down the SHIFT key),
the error message appears after about 30 seconds, no matter what or how
many actions I perform.

Tom... I'm now able to reproduce the issue here. I think what's causing the issue is the "Mousetrack right" handle (in the +Character > body > right arm group). Although you turned the eyeball off for it, it's still being used. Try deleting that layer in the PSD file, then restart Character.
We'll try to make this more resilient for Preview 3. Thanks for providing the project and artwork file.
