If you want to turn off the sync in Lightroom. You can Click on the Identity plate on the top and pause the Sync
Else, you can delete all data from the Lightroom cloud and re-sync your images again.
Open the Lightroom
Click on the Edit Menu on the top
Click on Preferences
Go to Lightroom Mobile
Click on Delete all data
It will delete all the images from the Lightroom Cloud, however Images still available under the collection so you can re-sync it.

Thanks for the reply. Any idea what's causing the sync to get stuck? Seems as though it's a fairly common issue.
Well, sync get stuck once you are out of space ( Photography Plan gives you 2GB & Single/Complete Subscription gives you 20 GB of Storage).
When you syncing Images which is missing or not allocated with Lr Catalog.
By deleting all the data, you clear all that issue & storage, so that you can sync your selected images again from the Lr Collections.

That's flat out wrong, Lightroom sync does not currently count against your CC plan storage quota. Dave's stuck sync has nothing to do with his CC plan and deleting all data, while it would 'solve' this issue is also possibly not necessary.
You can send me the diagnostic log and, depending on what's in it I may need some additional information from you to determine what is stuck and why.
