Portfolio is available in Pro. Remove the password protection and you can combine the file with other files.
To better explain the situation:
We provide our customers product submittal data sheets as PDF's that they use for submitting projects. The PDFs have product performance data and have form fields. We obviously do not what anyone to change the performance data, but they need the ability to fill in the form fields and add comments. They would like the ability to combine several of these documents into a submittal package once the fields and comments have been added.
I have set up the PDF's as password protected (see below):
Set as shown I give them everything they want except the last part, the ability to combine the file into the submission package. If I have to give the client the password to combine the files into the package then it makes the whole password protection redundant.
Does anyone have a better way I can accomplish what I need to?

You can use one main document and add the forms as attachments.
Info: when you allow printing it is easy to create a PDF document without protection.
This is a solution that does work! I wasn't aware that you could attach a PDF, to a PDF. I tested this and it worked perfectly, even if the recipient only has Acrobat Reader installed, he can see and open the attached PDF to the PDF.
It should be noted that on an iPhone; unless the phone has the Acrobat Reader App installed, the phone recipient does not see there is an attachment to the PDF.
