Could you please confirm which computer are you working on , is it Mac or Windows ?

It is Windows 7 professional service pack 1
AMD Phenom II X6 1090T processor 3,2GHZ
with 16GB ram.
The system "C" drive is a Samsung SSD 850 EVO 250 GB
Thank you for the information, could you please open the Task Manager and check if there is any process running : Lightroom.exe,
If the process is there , select the process and end it, and then try and launch Lightroom.
Also if it does not work, I would suggest you to go C:\Program Files\Adobe\Adobe Lightroom, and launch Lightroom from this location.
Please let me know if it helps.
I seem NOT to be able to end the process lightroom.exe (user name= myself, size 326 MB) although I have just given my self full permissions to the process.
(right click and choose "end process")
I have tried
C:\Users\hc>taskkill /pid 8816 /F
SUCCESS: The process with PID 8816 has been terminated.
but it remains
I will reboot to get rid of the hanging Lightroom process
I would suggest you to please restart the computer once and then check again.

It was impossible to get rid of the hanging lightroom process.
It blocked starting lightroom and...
Windows could not perform a normal shutdown because the lightroom.exe process is apparently not "killable" so I did a cold reboot and that helped - obviously depowering memory removes all processes.
I noticed that at the onset the user did not have full control over LightRoom.exe.
I granted full access - and the net time I reboot I will see if it helped.
