The particular PDF document (i-864.pdf) is a special type of PDF form called a static XFA form.
Unfortunately, the Acrobat Reader mobile apps (for iOS, Android, and Windows Phone) do not support the static or dynamic XFA forms that are created with Adobe LiveCycle Designer.

What do you mean, "Sorry for the inconvenience?" If a form that is created in LiveCycle ES4, is not capable of displaying and fillable on a mobile device, what good is it?????
I spent many hours creating forms in LiveCycle ES4, only to find out that it is not fillable in Acrobat DC for android or IOS. It works fine on Windows PC.
I did not have this problem when I designed forms using Acrobat Pro 8 (that included LiveCycle.) Maybe I should pull out my old version of that.
Please QUICKLY patch Acrobat DC to be able to read/fill PDF files that are created in LiveCycle ES4.
