13.1 and I finally got the update to install but it still doesn't work
Premiere Elements 13/13.1 on Windows 10 (assumed 64 bit).
How is it not working?
Do the uninstall, free ccleaner run through (regular and registry cleaner parts), reinstall with antivirus and firewalls disabled.
Before that, go through the usual drill
a. Do you have the latest version of QuickTime 7 installed on your computer...in this case it would be 7.7.6 since Microsoft has a problem with 7.7.8 on Windows 10. QuickTime 7.7.6 for Windows
b. Are you running the programs from a user account with administrative privileges?
c. Is your video card/graphics card driver version up to date according to the web site of the manufacturer of the card?
d. Have you downloaded the Adobe Application Manager Adobe - Adobe Application Manager : For Windows : Adobe Application Manager
e. What error messages are involved and how far do you get into the installation process.?
f. Are you working with an Internet connection?
Let us start here and then decide what next based on the details in your reply.
I have not quicktime player installed but I will try that. and yes I have the admin privileges. all my graphic cards drivers are up to date. I have the application manager installed. It closes once I try start a new project and it gives no error message and I am working with an internet connection

The QuickTime 7 install is part of the Premiere Elements system requirements. So that is a must do under any circumstances.
To double check the integrity of the QuickTime 7 install (7.7.6 in your case on Windows 10 64 bit), please go to your Premiere Elements' Publish+Share/Computer/QuickTime and verify that you have QuickTime choices in the Presets field. If you do not see QuickTime under Publish+Share/Computer/, use the thin scroll bar to the right of the choices to scroll toward the bottom of the list where QuickTime is.
