The ability to write to your computer's hard drive is controlled in your operating system, Amin. Have you tried saving your project to another directory folder on your hard drive? It's unlikely your entire hard drive is locked.

To delete a project, simply delete the .prel file from your computer. If, when you created your .prel file, you saved it to a new folder as I recommend in my books, you can delete the project file along with all of its preview and backup files at once just by deleting this folder.

There is more to deleting a project than just deleting the project file (prel). When you are working on a project, the project generates files that are automatically saved to your computer. Where those files are saved is directed by the settings in Edit Menu/Preferences/Scratch Disks.  Those files need to be deleted also. The following Adobe document describes how to delete a project.

Delete a project | Premiere Elements

With regard to the source media that were imported into the now deleted project, never delete those source media if they are being used in more than this one project.

If you want to discuss how to set up the project so that you delete project and its assets at one time versus hunting for files to find the files to delete, we can go into that how to in detail in your thread.
