Both can be external editors for Lightroom. I don't see any point to using the PSE Organizer when you have already done your organizing in Lightroom, in fact I think it is a waste of time. Same for Premiere.
In Lightroom, select the photos you want to edit elsewhere, right-click on them and choose Edit In... and select the desired external editor and options. Edit the photo in the external application. When done, do a Save in the external application (not a "Save As...") and then close the file or the external application, and your edited photo will appear in Lightroom.

Thank you for the response. That is what I've been doing. My thought was, if I wanted to open my photos directly in the other editors (elements or premiere) for example if in premiere and I decide to create a video montage, it would be convenient to see all available videos in the organizers. That said, I don't want to create duplicates of my photos and videos just a convenient way to see whats available in the organizers.
None of these require "duplicates of my photos and videos"
If all of your photos and videos are imported into Lightroom, you should be able to open the desired editor from within Lightroom
