What version of Premiere Elements and on what computer operating system is it running?
Nonetheless, this is a well know happening and considered normal for the way the titles are.
When you open the Titler, a copy of the title is automatically placed on the Timeline at the position of the Timeline Indicator, and copy is also placed in Project Assets (assuming you are using Premiere Elements 11, 12, or 13). After the title is created and the Titler is closed, you go to Project Assets, right click the thumbnail of the title there, select Duplicate. Then you drag Duplicate to the Timeline.
At the Timeline level, you double click Duplicate to open the Titler and create/edit a new title based on the original.

Yes, I am using version 13. I just tired what you suggested and it worked perfectly. Exactly what I wanted. I wish I came on here first rather tan trying to figure that out myself.
