What computer operating system is involved?
If all you are trying to do is to open a saved project file (prel) into the just installed Premiere Elements 8, then all this business about .avi codec and other movie codecs does not apply.
I am pointing to what you wrote

If you are trying to open a saved project in the currently installed Premiere Elements 8.0/8.0.1 and getting the error that you say that you get, that suggests to me that you might be trying to import one project file (prel) into another project file (prel). What are the details of how you are opening the old project in the newly installed program?
1. You cannot open a project file (.prel) into another project file (.prel). If you do, you will get an error message comparable to the one you are getting.
2. To open the old project in the newly installed Premiere Elements 8.0/8.0.1,
(a) go to the save location of the project file, right click it, select Open With, followed by Adobe Premiere Elements 8.0. Did you do that?
or
(b) open the program, go to File Menu/Open Project/and find and select the saved project file (prel) that you want to open. Did you do that?
or
(c) other
Also
After you installed Premiere Elements 8, did you download and install the 8.0.1 Update to work from.
If not, please do that from the following link, not the Help Menu/Updates from within an opened project.

Also, turn off the automatic Background Rendering and AutoAnalyzer features of 8 in order to be able to work with the program.
Background Rendering, See Edit Menu/Preferences/General in the Premiere Elements workspace. AutoAnalyzer, see Edit Menu/Preferences/AutoAnalzyer Options in the Elements Organizer workspace.

One thing we should factor in is why you had to download Premiere Elements 8 twice. And, if it becomes relevant, we should factor in the nature of the repairs that the computer just underwent.
Looking forward to your reply with details that will help us plan troubleshooting strategy.

mattc77045283 Sep 20, 2015 4:58 PM (in response to A.T. Romano)The computer had a virus and Windows had to be reinstalled, and that wiped out everything like Adobe and our printer etc... I have reinstalled everything else and it went fine, just adobe, I am at a loss, I am not great with computers and alot of what people sent to me to check out is over my head

Do not give up.
There should be nothing that great technical wise that we cannot boil down and communicate. But, the answers are in the details. But do not be intimidated by the details.
Before we start, did a computer shop help you with cleaning up the computer after the virus attack? If the problem is not resolving in this forum, is it possible to ask the computer shop for an assist with getting the program reinstalled and working? If you were the one who cleaned up the computer after the virus issue, then you should be able to handle the Premiere Elements troubleshooting. And, from what you wrote it does not sound like your problem is the installation. That is why I need clarification on both sides to get you moving forward with your Premiere Elements 8.0/8.0.1 projects.
Let us start here.
1. Have you downloaded and installed Premiere Elements 8 so that it appears as an installed program in Control Panel/Installed programs? Have you downloaded and installed the 8.0.1 Update and are working from it?
From what you wrote the answer seems to be yes, at least for 8. Your problem seems to get triggered when opening a project. I am not sure if you are trying to open a project that you had been working on and saved closed before the virus attack or whether you have opened a new project.
So....
2. Can you go through the following steps without problems to create a new project?
a. Double click the Premiere Elements 8 desktop icon.
b. The new project dialog should appear. Leave it as its default NTSC DV Standard (or PAL DV Standard depending on your location)
c. Continue. Does the program open to the Timeline workspace or its Quick workspace? If not, what happens? Are you ready to import your video files into the project or are you getting an error message? If error message, what does it state?
We will be watching for further developments as your schedule permits. Please keep the can do thought.

It may be possible for the company to help me, I would most likely have to pay them
I have not tried a NEW project I have only tried to open things that I have saved before bringing the computer in
I have not downloaded the 8.0.1 update I do not know how to do that and my computer has not prompted me
ok now I am going to try to create the new project
It appears that I can open a new project but will get back to you later when my son comes home and he tries it out

Thanks for the update. Sounds like great news that you can open a new project in your Premiere Elements 8.0 or 8.0.1.
I think that your problem may be the way you are trying to open those older projects.
In view of your good results with the new project opening, we now have to focus in on the following

I am suspecting that you are trying to open a project file (prel) in another project file (prel) which is impossible to do.
So, it is important for you to come to an understanding on that point so that you can decide if that is the problem.
