It would help if you provided some context as to how you want to use this. A screen shot of a page in the document showing where the variables are being used perhaps? This would help us to give you bette direction.

You have got a good answer from Chad.
But I want to describe how I handle this with low experienced clients:
- I create style dependent text variables
- I have a text frame with these styles on the first spread (outside the bleed area).
- These styles are numbered List, but with no number, but description what should come, e.g. "Issue: " will appear and the client need only to insert the number and date and the text variable will pick up what he writes. (There exists a mostly unknown function that you can make numbered list without a number but with a given text which will appear at the beginning of the paragraph.)
This helps to fill in in a fast way, even with links from a data base to change text variables automatically.
