You have to change the language of the installer, go to the CC desktop application, change the app language and install it again.
InDesign is always picking the language of the running OS, if you want to work in English, you have to change your OS to English. To avoid it, you have to uninstall InDesign complete and install it in English only.
Other applications like Photoshop, Acrobat Pro or Bridge work different here, there you can switch to a different language via the program’s preferences in User Interface, there you can switch between any installed language independently from the OS language (what I think is better than in InDesign. ( WINK WINK to the developers)
