•-you need to go direct to the vendor web site and check updates for yourself

As John points out, this is not Adobe. Rather essentially user to user forum. The frequency of appearance of Adobe Staff or The Premiere Elements Team is undefined here. We can help you troubleshoot Premiere Elements 12 if you want to exchange troubleshooting in this thread. But when it comes to money back, exchanges, and the like, that is strictly an Adobe OR seller matter. The purchase details are important.
1. If you purchase from Adobe as a download and are within 30 days of purchase, then you can request return/refund/exchange.
2. If you purchased anywhere else, then you are governed by the return/refund/exchange policy of the seller.
Since your problem involves Premiere Elements 12, I am not seeing any relief from "1".
Please let us know if you want help troubleshooting 12. Lots of details to exchange if so. And, we just might find the answers together.
