At this time, it seems that Document Cloud Services is back up.
I was finally able to move the document to the cloud. HOWEVER, I am now unable to MOVE the document to a folder.
I am using iOS ver 8.4.1.
You can move a local or cloud file to a folder.
The important thing to remember is to switch the file location from Recent to Local or Document Cloud first. No file operations (Delete, Rename, Move) are supported in the Recent section.

No. That doesn't work. I moved it from local to document cloud successfully but when I try and move it to a folder in the cloud, NOTHING happens.

"NOTHING happens" - which step do you have a problem with? Are you able to select a file to move to a folder?
What happens when you tap Move (shown in the screenshot above)? Do you see a new dialog showing folders?
Yes, I was trying to move a Cloud File to Cloud Folder. And yes I got the proper dialog. I had moved the file from Local to Document Cloud when there were problems.
Whenever I selected the file and clicked on the "Move Button", I got the dialog. However, when I selected the folder and clicked on move, nothing happened. The file stayed selected and did not move.
I solved the problem:
• I deleted the file from the cloud
• I moved the file from Local to Cloud — again
• I was able to move the file into the appropriate folder
