I'm making a 24-hour long video(!), for uploading to youtube. There's a 20 gb limit. But it's only the first 40 seconds that needs to be in good quality.
The resolution is of course the same during the entire clip, but can i make the bitrate high in the beginning and then let it sink, to limit file size?

There is no such thing. Even the smartest compression can only do so much. What you want would usually be done by stringing together multiple clips in a playlist and then of course each one of them could have its settings tailored to spec.
