Try ending the following processes for the task manager and then try to launch the Creative cloud icon :-
- Creative Cloud.exe
- Adobe CEF Helper.exe
- Adobe Desktop Service.exe
- Adobe Installer.exe
- AAM Updates Notifier.exe
If this does not help :-
Uninstall Creative cloud :-Creative Cloud Help | Uninstall the Creative Cloud desktop app
Install Creative cloud :-Download and install Adobe Creative Cloud apps
Thanks but when I try to run the uninstaller is says another version of CC is running and quits.

Like Michael I am having a similiar problem on Window 7 where the app will not open from desktop or exe. However, I do have an up to date version of Creative Cloud.
Any assistance appreciated.
