If I am trying to edit a text and the box border is a "dotted light blue" line does that mean the the text is locked for editing? If so how do I edit the text? When I try to click inside the text it won't allow me to type int he text box.
The dotted blue line indicates that the item is on a Master Page. You can edit in on the Master Page, or use Shift+Command+Click (mac) to unlock it on your document page.
Best practice is to avoid having things on the master pages that will need to be unlocked.
