There is no ARA file at the location stated in the suggested documents, both in Home and Boot drive

There is only Plug-ins folder in the /Library/Application Support/Adobe/Common folder
And in the user Library folder, there are mediachace and other files but not ARA folder

From your description, you seen to have stopped at the Common Folder. I can find the ARA Folder for Premiere Elements 14 Windows counterpart directions in the Adobe document. For Windows....Local Disk C \Program Data\Adobe\Common\Adobe\ARA
By the way, do you have the latest version of QuickTime installed on your computer?
I Went into /Library/Application Support/Adobe/Common
and in the Common folder,mothers is only a Plug-ins folder,mothers is no Adobe folder that contain ARA folder inside.

The following is what I think is the case.... ARA Folder contains the Premiere Elements 14 file (Repository 2_0.db) which I believe is involved with MPEG2 Activation. Are you working from a computer with an Internet connection? If so, MPEG2 Activation should take place seamlessly and targets that file in the ARA Folder.
Is there any possibility that your computer is set to hide certain files, folders? In this regard, would the following article help?
1. Have you tried uninstall reinstall, using the free ccleaner Mac in between the uninstall reinstall.
Aurobi (Adobe Staff) may return with additional information.

on my system, all files are shown. I cannot fine Repository 2_0.db anywhere on my system.
i Have tried to uninstall and reinstall Premiere Elememts 14 and the process went smoothly. R I got after install, I launch Premiere Elements 14, the same problem occur (Royalty activation fail dialog pop up).

I was hoping that we have heard from Aurobi by now. This is essentially a user to user forum, and the frequency of the appearance of Adobe Staff or Premiere Elements Help Team in this forum is not defined. I suspect that it was "14" in your problem that caught their attention. Yours was the first of that type of error that I have seen for 14. If you notice, the Adobe document that was pointed to by Aurobi was from Premiere Elements 10. I do not remember seeing that error even for 10.
Did you purchase Premiere Elements 14 Mac as a download from Adobe? Or did you purchase it elsewhere?
If from Adobe, can you download a second set of installation files from your Adobe Account?

I have an online session with two of Adobe support and they take control to check the situation on my Mac. The end result is: uninstall and reinstall will not help.
and the Tech staff cannot do anything to solve this problem. The issue will be escalated to higher level Tech support. And they will gat back to me on Monday

I download and installed the Premiere Elements 14 tryout last night...no problems and I can find the ARA Folder where it was said to be.
Do you also have the latest version of QuickTime installed with your computer along with Premiere Elements 14?
The download that I used last night used the Akamai Download Manager. That is notorious for having firewalls problems. Have you looked into that aspect of your particular issue.
I did not see your post 12 until after I posted my questions to diggyk who seems to be facing the same problem that you are. It will be interesting to learn if diggyk is using a Windows or Mac computer.

Could you check permission on this folder
Steps to check permissions:
- Right click on the Common folder
- Go to information in Sharing & Permissions isn’t visible, click the disclosure triangle.
- If necessary, click the lock icon to unlock it, then enter an administrator name and password.
- Click a user or group in the Name column, then choose a privilege setting from the pop-up menu.
- Give Read & Write: Allows a user to open the item and change it.
- If your username is not displaying Please click Add + to add the your name owner.
- close the get info box
Please do these steps for Adobe folder also.

Yesterday sanchaithw contacted Adobe Chat whose representative (Tech) apparently did remote control troubleshooting of the issue. No solution was found, and the report was that the issue was moved to a higher level and that sanchaithw would be contacted about the matter on Monday.
Are you replying independent of that Adobe Chat (Tech)/case number follow up that sanchaithw is expecting on Monday or are you replying independent of Adobe Chat/sanchaithw session?
I Have changed read and write permission for Adminisrrative and all user in Get Info of Common and Adobe folder as suggested by Sandeep, and it work. Now Premiere Elements 14 open without error

I had the same problem. But on my Mac the folder "Common" was missing in /Library/Application Support/Adobe (and therefore also all mentioned sub folders).
After I manually created the "Common" folder and restarted Premiere Elements 14 the problem has been gone and the sub folders /Library/Application Support/Adobe/Common/Adobe/ARA/... have been created automatically.
What version of Premiere Elements on what Mac computer operating system?

How soon after the program installation did you realize that the Common Folder was missing.....hours, days, weeks...?
I am just trying to sort out automatic regeneration versus delayed generation after program install.
I'm using Premiere Elements 14 on OS X El Capitan (10.11).
Note: Adobe Lightroom 5 was already installed on my MacBook.
First I installed a downloaded trial version of Premiere Elements 14. The error message already appeared on the first execution. I used the trial version for a few weeks. After purchasing a retail version of Premiere Elements 14 I removed the existing installation and installed the software again from DVD. The error message was still shown on every start of the software (although I didn't see any obvious limitation of functionality).
So in my case automatic regeneration at install time (or first run) would have been probably enough.
I have performed all the instructions listed here and PRE14 is still getting the error. Does PRE14 use a specific user account to perform this royalty activation like ADMIN. Because everything I see what is happening is PRE14 does not perform the creation of the ADOBE Folder under COMMON which should house the ARA folder.
The Adobe Premiere Elements Forum is essentially a user to user forum. The frequency of appearance of Adobe Staff and Premiere Elements Team Help is undefined. There is a higher probability of their present here if the question involves a newly released product.

I have followed the instructions as I said before. I even added a new administrator user with admin privileges and that did not work. To me it appears that the Mac version of PRE14 does not actually perform the creation of the adobe/ara/14.0 folder with the royalty db. that particular module seems to be missing in the code or was not transported to the mac version cause it works on the windows 7 version of my laptop. I did reference the mac support website on permissions and did exactly what it said to do. There is something else going on behind the scenes. I would like if possible to get someone in adobe to talk to in order to get my money back, i believe i should not pay for something that does not work, nor actually attempt to contact adobe and get no-one to respond. The support site is quite frustrating no one to call no one to talk to. And i am currently out of the money i spent on this product with no resolution in site.
I am sorry but this does not answer my issue, I followed the instructions
as described. I went ahead on did other things to try and fix the issue. I
added a new administrator to the MAC and still nothing. I brought the
folder over from the windows 7 environment which seemed to work fine. Still
not working. I did everything i could. My observation is the application
does not perform the creation of the folders within Mac environment it is
only working in the windows environment. Therefor I think a module did not
get converted within the DMG or there is still another permission privilege
that needs to be set somewhere. In any case if you could point me to
someone in Adobe who i can contact to get my money refunded that would be
nice since there does not seem to be a resolution in the near future.

I think that the resolution on this is going to have to come from Adobe, expanding on Sandepp Singh (Adobe Staff) solution that I have tried to document for the Mac user.

Not sure what the royalty activation failure actually does. Will it stop me
from creating a movie and burn to a dvd. Typical creation of a movie,
pulling together a number of clips with transitions to create a dvd for
others to view on their dvd players. Do you know the answer to what the
impact of the royalty activation failure is.

It is my understanding that the matter goes to feature Activation, presumably MPEG2 Activation.
See the older Adobe document that was pointed at the beginning of this thread.
In Windows, the ARA Folder leads to a file which, if present, I am guessing represents successful MPEG2 Activation.
From what I can piece together this matter is impacting Premiere Elements 14 Mac. I have seen no reports of this for Premiere Elements 14 Windows. Adobe appears to be aware of this. My recollection is that the suggested fix that you have read is supposed to take care of the situation until Adobe gets to
release a 14 update.
No sure if I have asked, are you working offline using Premiere Elements 14 Mac or is your computer connected to the Internet?

In the end you may be referred to "Ask the Community" which is us, user to user. The Adobe presence in this forum is undefined. It frequency of appearance increases when a question involves a newly released product. An example of that can be found in Sandeep Singh's entering this thread. As suggested previously, contact with Sandeep Singh via private message should alert Sandeep of message pending in this thread if the email notification is not turned on for Sandeep.
If you go online, you can find a Adobe Customer Service telephone number. I am not sure how much further you would get using that. I suspect that you would be channeled into the above paths.

I have no choice I have to hang in here since I can not get a refund,
bought at Best Buy and they do not do refunds after software package is
opened and installed. So i am in for the long haul. I pretty sure I know
what is wrong. The module that performs the creation of the royalty folder
for the mac side is not working or was not moved during the creation of the
DMG install program. That is why most of us do not see the adobe/ara folder.

There are two folders that need permission granted to the Admin users, everyone users, your id if it is an admin to Adobe PCD and Common which are located as follows:
Macintosh HD/Library/Application support/Adobe/Adobe PCD grant Read&Write permission to everyone and admins
Macintosh HD/Library/Application Support/Adobe/Common grant Read&write permission to everyone & admins
If you use finder and perform go to /library/application support/adobe you will not find adobe pcd nor the adobe/ara folders, for what ever reason it can be located via that method. The only thing that seem to work to get where you need to be is going using finder under devices: so for me the path was as follows
userid macintosh hd/library/application support/adobe you will find the adobe pcd folder and the common folder where adobe/ara should be written to once you have granted permissions to Admins, Yourself which should be admin and apparently everyone as well.
Once you have granted permission you should install the software and it theory it should work.
